I've merged your patch to the dev branch.
And I'll leave this PR opened until dev merge to the master branch.

I have little question to @hcoona. Could you test WindowsXP-x64 version ? I don't have any XP-x64 environment.

Hi @t-mat , Windows XP x64 is very rare. Either do I have XP-x64.
I don't think we need to test specially on XP-x64, because I didn't change any code. The only thing I did is to add a set of tool-chain for VS2013 to support XP. And this tool-chain is build-in by VS2013.
I believe it would work on XP-x64 if it worked on XP-x86.

Is lz4mt abandoned? There has been no update to master in 2 years.
